School Board Minutes
October 9, 2007
A REGULAR MEETING OF THE SCHOOL BOARD OF SPEARFISH SCHOOL DISTRICT 40-2, LAWRENCE COUNTY, SOUTH DAKOTA, WAS HELD AT THE ADMINISTRATIVE OFFICE BUILDING ON THE 9TH DAY OF OCTOBER, 2007. THE FOLLOWING MEMBERS WERE PRESENT: President Royer, Vice President Steen, Sleep, Krogstad, and Bressler. Administration present were: Peters, Crosswait, Comer, Morford, Olson, and Soriano. Also present were: Karen Hahn, Kathy Ewing, Brandy Vavruska, Annie Heltzel, Kyle Wagner, Kassidy Marta, and Julie Williams.
All motions were passed by unanimous vote unless stated otherwise.
President Royer called the meeting to order at 5:30 p.m.
Royer led everyone in the Pledge of Allegiance.
Motion was made by Sleep, seconded by Krogstad and carried to approve the agenda with addendums.
There was no scheduled/unscheduled audience.
High School Principal, Steve Morford, introduced Stacy Kingsbury and her HS yearbook students who were recognized for their creative design in fashioning the yearbook after the laptops.
Elementary Principals, Dan Olson and Paul Soriano, introduced teachers Annie Heltzel and Brandy Vavruska who reported on piloting their MathCounts program. Paul Soriano also introduced Kathy Ewing who reported on her Art and Literacy grant.
Activities Director, Karen Hahn, provided information on the changes facing girls’ athletics in South Dakota and the plans for the district. A recent survey of likely participants showed softball as the favorite choice.
Motion was made by Sleep, seconded by Steen and carried to approve the resolution to establish the Consolidated Board of Equalization.
BE IT RESOLVED the Spearfish School District, Spearfish, South Dakota that a consolidated Board of Equalization as authorized by SDCL 10-11-66 shall be established pursuant to the Resolution of the Governing Boards of Lawrence County, City of Spearfish, St. Onge Township, and the Spearfish School District for 2007. The consolidated Board of Equalization as created by this Resolution shall be authorized to exercise all powers contained in SDCL 10-11.
1. BE IT FURTHER RESOLVED that three members from the Lawrence County Commission and one member of the City Commission and one member of the School District shall constitute a consolidated Board of Equalization as provided by SDCL 10-11-66.
BE IT FURTHER RESOLVED that the Lawrence County Commission, City of Spearfish, St. Onge Township and the Spearfish School District shall be responsible for the per diem, salary and mileage costs of the respective members that serve on the consolidated Board of Equalization. Lawrence County Commission shall be responsible for the ordinary and customary expenses associated with the equalization of property including appeals to the State Board of Equalization. The financial responsibilities contained in this resolution shall remain unless any party requests that they be modified prior to December 1st of each year.
THIS RESOLUTION shall be binding upon Spearfish School District, Spearfish, South Dakota upon each governing body adopting this Resolution according to law. Roll Call: Aye: Royer, Steen, Sleep, Krogstad, Bressler
President Royer appointed Sleep to the Consolidated Board of Equalization.
Motion was made by Steen, seconded by Krogstad and carried to approve Interquest Detection Canines for use in the school district.

3. Approved the resignation of Shawn Huxtable, MS Boys BB coach effective 9/20/07.
E. Approved request from an Open Enrollment student from Belle Fourche to be released from open enrollment in the Spearfish School District and allow the student to return to the Belle Fourche School District.
Superintendent, Dave Peters, updated the Board on the most recent enrollment numbers. The district’s latest numbers show a decrease of 60 students.
High School Principal, Steve Morford, provided an update on the High School construction project that is currently on schedule.
Dave Peters outlined the recent meeting with the insurance consultant and the insurance committee.
Motion was made by Krogstad, seconded by Steen and carried to approve the September 10th, 2007 minutes.
Motion was made by Steen, seconded by Sleep and carried to approve the bills and financial statement.
Motion was made by Sleep, seconded by Krogstad and carried to move to adjourn the meeting. The meeting adjourned at 6:10 p.m.
